The "Worst Behavior" in Congress in 20 Years? Really?

Chris Shays (CT-04) has been in office for two long (too long) decades.

Over that time, he's had the opportunity to question countless witnesses in Congressional hearings - questionable, criminal, devious, and laughable characters ranging from Brownie to Rummy to Wolfie.

The other day, he gave an interview to a major national website. And guess who he told them had exhibited the "worst behavior" he's seen in Congress over all those years?

"Let me just say that they were deceitful... They weren't cooperative. And they were arrogant. And they were like, 'How dare you question us,' kind of attitude. And I want you to know I don't take offense at that. There are certain things as a member of Congress I don't like. But personally, I was just stunned by it because I haven't see worse behavior in anyone in my 20 years in public life in Congress."

No, not war profiteers. Or those responsible for getting us into the war. Or Bush Administration officials who refuse to answer any questions, and refuse to abide by Congressional subpoenas. (Or, say, a Congressman scuffling with a Capitol Hill police officer.)

No, none of those people exhibited worse behavior than... baseball players on steroids:

Christopher Shays describes himself as a casual baseball fan. He's the kind of guy who tracks the Red Sox and Yankees hardball rivalry from a distance but would never be caught dissecting box scores in the morning's Washington Post. Actually, after coming face-to-face with some of the leading characters -- namely a handful of players, commissioner Bud Selig and union leader Don Fehr -- during Congressional steroid hearings in 2005, the Connecticut lawmaker has a somewhat more jaded perspective on the game.

Rep. Shays smiles thinking back on the likes of Mark McGwire and Rafael Palmeiro parading before the House Committee on Government Reform -- the sense of entitlement they carried on their broad shoulders, the way they dismissed allegations of widespread steroid use in the game, even though committee members suspected otherwise....

"But personally, I was just stunned by it because I haven't see worse behavior in anyone in my 20 years in public life in Congress."

It's astounding that any rational public official would consider Mark McGwire and Rafael Palmeiro to be more worthy of contempt or criticism than, say, Eric Prince of Blackwater:

But there is actually a long list of Bush Administration officials and despicable characters who have come before Shays who have demonstrably exhibited much worse "behavior"... only to have Shays defend and praise them:

  • He told Condi Rice that he was "happy" that she "resisted the temptation" to actually answer questions from other committee members. (Dana Milbank described the end of the hearing: "[Shays] hurried to intercept Rice and gave her a hug. The secretary clasped his hand tenderly as she departed.")
  • He told Donald Rumsfeld that he was "particularly grateful" that he "called [the Democrats'] bluff" by merely showing up to the hearing, and refused to press him to answer any tough questions.
  • He told GSA Administrator Lurita Doan, accused of politicizing her office, that he thought she was a "remarkable person" and stated he thought that "when an African American happens to be a Republican... she is treated differently" by his colleagues.

All of the above seemed to have done a perfect job as far as he was concerned. The right-wing/libertarian-leaning blog The Agitator describes Shays' own behavior thusly:

Pardon my French, but are you fucking kidding me?  Shays has served with colleagues who've stolen from the public treasury, taken bribes, committed rape and sexual assault, and otherwise made complete asses of themselves.  And the worst behavior he's seen in 20 years was when a bunch of baseball people were (correctly) indignant about Congress shoving its nose in internal baseball matters over which had no legitimate authority or jurisdiction?

Shorter Shays:

"Forget about billions of dollars wasted, the constitution shredded, and an executive out of control. It's baseball players that we need to really worry about."

Given the relative importance of the topic (or lack thereof), I don't think any baseball player's Congressional testimony deserves to make the top 100.

Background on Oversight by Congress (4.00 / 1)

My understanding is that Major League Baseball essentially gained the right to a monopoly on the sport in exchange for government oversight.  Does anyone know the history on this?  Not my area of expertise.


Baseball is answerable to Congress (4.00 / 1)
Baseball is exempt from federal anti-trust laws due to a 1922 Supreme Court decision and will remain so until Congress decides otherwise.  Congress has every right to shove its nose in to internal baseball matters when certain behavior is detrimental to the health of the nation, most notably steroid use.

Two things bug me about Shays' statement: First, it proves Shays has his priorities completely out of whack. Second, by dumping on the players, Shays misses the whole point of Mitchell's report, which was this:
"Everybody in baseball - commissioners, club officials, the players' association, players - shares responsibility," Mitchell said. "I can't be any clearer than that."
 Once again, Shays proves he is totally clueless. Give it a day or two, though, and Shays will express an opinion that is the complete opposite of this one.  

No, No No!!! This is MY Favorite!! (4.00 / 2)
No, guys!  I think this one takes the cake for Ole' Both Ways Shays in 2007:

Remember how he told voters that he was more "anti-war" than Diane Farrell because he was in favor of a "timeline for withdrawal", while she favored "benchmarks" for ending the war?  Well, it turns out that he's in favor of "timelines", but what he didn't make apparent was the little catch (22) that the timeline for withdrawal had to come from George Bush- the commander in chief, not from congress, because if it came from congress, it would mean that congress was "micro-managing" the war.  See?  So Both Ways voted against precisely the timelines for withdrawal that he told us he was "for", because they were proposed by "congress", rather than the "commander-in-chief".  So for most of the year he says that he's still for that timeline, but it has to come from the one guy in America- George Bush- who will never propose it.  Shays may sound stupid, but he's a deviously clever politician.

But here's the fun part: just 48 hours after Democratic challenger Jim Himes announces in July that he's raised more campaign funds than any congressional challenger in the country, Shays turns on a dime (a dinar?) and drops the requirement that a timeline for withdrawal has to come from W.  Now Both Ways is four square behind a timeline for withdrawal, and he thinks that December of '08 would be OK with him, although April of '09 would be even better.  In any case, as long as the withdrawal occurs after the next election, he's just as happy as a pig in- well- you know.  I mean you've got to hand it to him: Shays is getting a lot faster at his flip-flop's these days.  It took him nearly two weeks to reverse himself and go from opposing timelines to embracing them after Ned Lamont wuppped his BFF Joe Lieberman's fanny in the Democratic primary.  He got that two weeks 180 down to just 2 days with Jim Himes!  I'd say he's getting better with age, wouldn't you?

But it gets better!  Both Ways touted his role in creating the bi-partisan Baker/Hamilton Iraq Study Group, even boasting about his efforts on his website.  But when Baker/Hamiltion came out and recommended that all of our combat troops be withdrawn by the first quarter of '08, Shays completely ignores it.  What's more, he actually votes against the Baker/Hamilton timeline when it comes up for a vote in Congress.  Then Both Ways comes out with the hilarious call to revive Baker/Hamilton so that it can update its recommendations and give new guidance on Iraq.  So having completely ignored their keystone recommendation and voted against it when it came up in congress, Shays pretends as if more Baker/Hamilton ISG is just what the doctor ordered!!  Of course, W. sends the word to Baker that his services are not needed, so the new ISG never happens.  But, hey! Both Ways slithers into precisely the position that he wanted in the first place: on both sides of the Iraq War issue at once!!

But it gets even better than that!  Because our local press corps, including Peter Urban and the unbelievable right-wing shill David Lightman, actually pretend as though Shays didn't flip-flop at all.  They just dutifully report that Both Ways has come out in favor of a December '08 timeline for withdrawal.  And that's that.  It's much easier and simpler covering Shays when you just write down what he wants you to write.

But that's my candidate for the Shays belly-laugher of the year!!!


The treacherous new political world: video as truth serum (4.00 / 1)
Wow, this would make a great Keystone Kops silent video with captions or Rube Goldbergesque diagram.

The interesting thing about video is that anyone who is paying attention over time can much more clearly and easily see, document, and share contradictions and seasonal vote changes what these politicians have known they were doing all along.

It's a brave new world, Rep. Shays.

I can think of at least two new videos that would highlight the Both Ways theme:  One on timelines, another including his remarks on steroid use in baseball -- against a backdrop of a few of the most horrific horrors Shays has endorsed . . .  The recent Blackwater video was great!
