1) Don't give a speech. The more you talk, the less Shays talks, and you're not going to change his mind on anything in 30 seconds.

2) Plan specifically what you're going to ask, both the question for Shays and a simpler version for the person answering the phone.

3) Do go after his sincerity, his fiscal conservatism, his weak oversight work, and/or his economic policies.

4) The only thing of value in an exchange like this is getting Shays to say something interesting, and that will not happen if you editorialize. Make sure your question is value neutral. If you can't be neutral, ask him to reconcile an issue where the fact of his policy preferences and the public image he seeks to cultivate differ.

5) Don't reference public opinion, especially regarding Iraq withdrawal. This starts a useless Shays filibuster and nothing good will come of it.

6) Making your question about either something in the news in the last 48 hours or in the first 5 minutes of his interview will greatly enhance the chance that you will be selected.
