When things do get out of tune it's usually the result of some cross-interference, such as an impending election where an electoral populace completely ignorant of the rules and conditions these stewards of government operate under nevertheless get to pass judgment on things they (we) just don't understand, in most cases beyond our (their) comprehension. That creates problems. In such cases allowances may be made, such as for Sen. Susan Collins (R-Me) and Sen. Norman Coleman (R-MN) who were allowed to vote against their party.
While this condition completely infests the Republicans, for practical purposes it's the Democrats who bear the brunt of public criticism and responsibility, until recently even by members of their own community, most publicly by Senator Lieberman.
