Democrats Sacrifice Abortion Rights To Pass Health Care

by: Jon Kantrowitz

Mon Nov 09, 2009 at 10:03:47 AM EST

The amendment passed by the House doesn't just limit funding of abortions by the government, it seems to ban all insurance companies from paying for abortions. According to Politico, this really offended our own Rosa DeLauro:

...(W)hen Pelosi announced late Friday that she would allow an amendment strictly limiting insurance coverage of abortions, it touched off an angry yelling match between DeLauro and another Pelosi confidant, California Rep. George Miller, and tears from some veteran female lawmakers, according to people in the room.

Some of the lawmakers argued that Pelosi was turning her back on a decades-long campaign by female Democratic members in support of abortion rights. Miller rose to Pelosi's defense, which resulted in an angry confrontation between him and DeLauro, said the sources...

In an interview, DeLauro denied yelling at Miller, although the Connecticut Democrat admitted that she made her views "strongly known" to those in the room.

Pelosi, and it turned out, even DeLauro, were willing to sacrifice one principle for another:

But in the end, DeLauro said, she and other pro-abortion-rights lawmakers weren't willing to derail the entire health care bill over the issue.

"I stood my ground," DeLauro said. "The speaker does that, Mr. Miller does that, [House Majority Leader Steny] Hoyer does that. We all stand our ground. We also know, we all know, that you must focus on the endgame, and that's to pass health care."

In terms of the greatest good for the greatest number, far more will benefit from the health care provisions in the bill as passed than will suffer from this restriction, but it is a sad day indeed for America when such a choice has to be made.

I agree with your conclusion AND . . . (4.00 / 1)
I wonder whether a provision might be inserted in conference to allow individual states to opt in or opt out of abortion coverage. Failing that, perhaps Planned Parenthood -- or some other independent organization -- might set up a fund to enable low-income women to apply for abortion assistance; private contributions could be solicited for this purpose.

Here's Jane Hamsher's take on PP (4.00 / 2)
It's not exactly complimentary. I think she has a good point.

NARAL and Planned Parenthood: Ineffectiveness Anti-Choice Democrats Can Rely On

But let's be clear about this. The only reason that we are in the
position where the price of passing health care reform is allowing even
liberal Marcy Kaptur to sneeringly dismiss choice activists
as narrow class warriors who don't care about working women is because
Planned Parenthood and NARAL have allowed it to happen.  They collect
millions of dollars in revenue each year. They've exacted no price from
the Marcy Kapturs of the world, who actually have to care what liberals
think of them, and focused instead on anti-choice Republicans who are
only empowered by their ire.  They have no scalps. There is no price
for crossing Planned Parenthood and NARAL.
It isn't a fight that the
Democrats want to spend "political capital" on, and these groups insure
that they don't have to.

By the way, I like Marcy Kaptur, she does good work on the economics front. But there's something messed up when she represents a blue collar district and feels no pressure to do things to alleviate the hardships the women in her district face with regards to reproductive freedom. I know PP and NARAL do think about lower income women and their challenges, but if they're not willing to pressure Democrats - and that means primaries - then it's just not enough.

"I think the economic logic behind dumping a load of toxic waste in the lowest wage country is impeccable and we should face up to it."

-Lawrence Summers

Kaptur is a Roman Catholic (0.00 / 0)
..and anti-abortion (despite what it says below), although not as wingnutty about it as many of the Republican congresswomen.

She's also in the Progressive Caucus of the Demoratic party, along with such people like Rosa DeLauro, Jan Schakowsky, and Dennis Kucinich.

One area on which Kaptur breaks with liberal Democrats is abortion. While she favors a legal right to abortion, Kaptur opposes federal funding for the practice. During the 1993 health-care reform debate, she played a leading role in an effort to exclude abortion from federally-mandated benefits. In 2003, she voted in favor of the ban on late-term abortions. In 2005 and again in 2007, she voted against the Stem-Cell Research Enhancement Act, which would have allowed federally-funded stem- cell research.

The amendment goes beyond federal funding (0.00 / 0)
and bans insurance companies from funding abortions - absolutely outrageous IMHO.

The Health Bill (0.00 / 0)
I suppose  considering the final numbers  that the trade was the only way  to pass the bill. I have a adult daughter and for my family,It is a VERY bitter pill to swallow though.

How much does an abortion cost? (0.00 / 0)
http://www.guttmacher.org/in-t...

Cost of Abortion

How much does a surgical abortion cost?

   * In 2001, the average charge for a surgical abortion at 10 weeks' gestation was $468; but since most abortions in the United States are performed at low-cost clinics, women on average paid $372 for the procedure. (31)

How much does a medical abortion cost? In 2001, the average charge for a medical abortion was $487. (31)

Who pays for abortions?

   * Some 74% of women pay for abortions with their own money; 13% of abortions are covered by Medicaid, and 13% are billed directly to private insurance. Some women who pay for the procedure themselves may receive insurance reimbursement later. (31)

Enough (0.00 / 0)
I will only support a health bill that doesn't put any money in for ED.

If a man can't get it up he just needs more porn!

Not one cent of my tax dollars for Erectile Dysfunction!

The question is not what you are, we already determined that, we are now negotiating price.
